The RTCM, per se, has no settable timezone. It is always operating in GMT (per GPS).
I think what you *REALLY* wanted to ask was:
Is there a way to have different timezones in different nodes in app_rpt?
The answer is yes:
in the node stanza in rpt.conf, use the timezone= parameter
