[App_rpt-users] rxondelay command

This tells asterisk to ignore a receive signal when first detected for x
amount of time. You have 75 multiples of 20ms which is 1500ms or 1.5
seconds. Try a value of 10 or so which would be closer to 1/4 of a second.
