[App_rpt-users] DIAL manual install from Debian

Mike is right. The DIAL installer is built on the Debian 8 netinstall 
with the "non-free" drivers included. This has helped a number of times 
when added drivers were needed. I'm going to do a newer version that 
allows a manual install and then you can start the AllStar installer.
