[App_rpt-users] XIPAR

I got a return phone call from Steve W9SH on this issue. As I suspected, the folks at ANL.gov 
removed their repository reflector. The XIPAR install script has been modified to point to the 
University of Georgia reflector. No new install disc is necessary, since the install disc pulls an 
installation script from the XIPAR server.
