No, it is hard wired and for good reason.
If you were to say change it to 2,
you might dial a string that connects you to a allstar node instead.
3 is reserved for echolink to keep the dialing patterns manageable.
There are no allstar 3xxxx nodes for this reason.
Take a moment and think it through and you will understand.
