I use voip.ms and vitelity with voip.ms being the cheaper of the two. 
Most of my DIDs are on voip.ms. have one left on vitelity and also did 
used for the fax solution.

voip.ms has more pops around the world. both been reliable. they use the 
same upstream carrier looks like from them having access to same rate 
centers.
