It sounds like your system is not loging into the allstar network.
It could be the user/pass in iax.conf  is bad or missing

register=29261:123456 at register.allstarlink.org

Check that against your setup in the web portal.
(don't remember how to retrieve it but it's in there)

But has nothing to do with your hardware. And I doubt a Linux issue, it is a
asterisk/app_rpt issue.
