There is already a forum present that can be utilized as needed:
AllStarNode.com

I quickly threw this together a few years ago. It was intended to be used exactly how you were 
describing. It never really took off, however.

You are more than welcome to join. If you do, drop me an e-mail and I'll make you a super admin, so 
you can change things as you see fit.
