Just put the OpenVPN client on the repeater side of the link (where the 
carrier is employing NAT) and have it establish the tunnel to the other 
end of the link where you have the public IP and can port forward to the 
OpenVPN server... Hopefully the wireless carrier is not blocking port 
1194 (they should not, but...). If they do you can configure OpenVPN to 
use port 443...
