[App_rpt-users] Fail portal download

When I install Dial on a laptop or Raspberry pi I get a failure to download
configuration from allstar. I reinstall and manually configure and
everything works.  I would like to use the portal to configure but when I
set it to download nothing happens on my allstar computer.  Is there a
command I need to set in a conf file? Is there a script I can run manually?
