[App_rpt-users] Add a nameserver in DIAL

How is a nameserver added to resolving.conf in DIAL? I was going to do it manually, and don't understand what the notes are telling me.

# only through the symlink at /etc/resolv.conf. To manage
# resolv.conf(5) in a different way, replace the symlink by a
