[App_rpt-users] Playback from hub node suppression to particular connected node

Announcements and telemetry are different things. Telemdeafult=0 will turn
off connect and disconnect messages on the node where is it set. It has no
affect on your announcements. To prevent your announcements from being
heard on connected nodes use the localplay command rather than the playback
command.
