[App_rpt-users] RTCM RSSI calibration (recorder)

I have added voterpal and votersim to the git repository 
<https://github.com/AllStarLink/voter>  I'm hesitant to upload ALL the 
sample files (6GB) It would impact anyone cloning the repo.
