[App_rpt-users] WinSCP root login

I have added a password for root login,  and in sshd_config changed to
PermitRootLogin yes.
I can login as root locally with the correct password, but WinSCP says '
access denied '.
The auth.log shows: 
sshd[1643]: Pam_Unix(sshd:auth): authentication failure; logname= uid=0
euid=0 TTY=ssh ruser= rhost=192.168.39.121 user=root
