[App_rpt-users] iaxRPT Microphone level goes to 0 upon program start

I"ve seen this a lot with Windows 10 machines.  Not necessarily with 
IAXRPT, but with various digital programs (e.g. FLDigi, etc.) that use 
the soundcard.  Sometimes Windows 10 has a mind of it's own.  There used 
to be a utilty that would reset your souncard based on the program you 
wanted to run, but it's long deprecated and will not function on Windows 
10.
