[App_rpt-users] RTCM Mix-station RSSI Indication

It's true that RSSI is not relevant to the operation of mix mode. But the
RSSI reading should work exactly as it does for voted mode. The noise
squelch circuit is the same in either mode. With a near binary RSSI (as
Kevin described) I'd be concerned the discriminator audio has a poor noise
component or that something is wrong with the RTCM.

I run both voted and mix RTCMs on different repeaters and the RSSI behaves
exactly the same on all.
