[App_rpt-users] Delay before transmit

I've been trying to locate the "Hold Off" delay timer. I don't know that is
what it is called but I need to insert a 50 to 200 ms delay between the
time the PTT is activated and the audio is delivered to allow the USB sound
card to settle down and play nicely.

  Any thoughts?
