[App_rpt-users] Allowing users to send DTMF commands to my node.

What do I need to enable so that users can send DTMF commands to my node?

I've got a custom DTMF function set up (*85) which runs a script. I would
like for users to be able to run this function via DTMF with either their
radio or from a supermon page.
