The one that holds IP addresses knows who he is.. And the IP block is known
to many.
When you own a domain name or a /24 you can park them at any places, when
you park them into a data center, the IP or domain name is not
transferred to the data center name and if you can have them advertise by
your ISP they still belong to you. I know I own 2 domain names and ARDC
lease me a /24 for free that Vultr advertises for me on a VPS I rent. The
day I will want to move those domain names and IP blocks Vultr won't have a
word to say. I will manage my DNS and I will ask them to release the
private ASN they gave me to advertise the block and they will do it. No
butt hurt feelings on their parts, they will act professionally I am sure
of it.

If I would own some IP I would have my own ASN.  The day ARDC decides I am
not worthy to keep the /24 they will retake it and I wont act as a bully
that got his big ego hurted.

Being a volunteer at the red cross doesn't give you any rights to the blood
they received on the day you were working for them, same if later on you
need blood, the red cross doesn't owe you a single drop of blood. Keeping a
database or a mailing list or IP addresses after being a volunteer for
allstarlink is exactly the same, the volunteer has no rights on those. Now
learn how to be a grown up and act like one.
