It appears that the FCC investigated it and doesn't agree with you.     Under Florida law only the bylaws or articles of incorporation can establish who are "members" of a non-profit corporation.  There are no requirements in Florida for non-profits to even have members!    You stated  in your minutes that there were no bylaws and therefore you were adopting some.   I just don't see how you can legally claim your group of 16 people are "members."
