[FSG-public] Web transceiver working

I've got the web transceiver working.

This is accessed via http://allstarlink.org and you can login and then click
on web transceiver, then any of our nodes.  Allow Java to run and give it a
second.  It should connect and you'll hear the repeater and be able to key
down and talk.

You'll need an approved account on there, but it's normally fast to turn it
around.

I added an announcement that goes out every 3 hours during the day directing
people to our website/group for more info.  If that's too much or some one
wants to do a professional recording let me know and we can change it up.

A local conversation should preempt the announcements, but I've not verified this.
