Are you running “sudo apt-get update” and “sudo apt-get upgrade”? You have to do these as root.

I downloaded the newest Pi Stretch img from the repository, and wrote it to a 4Gig micro-SD card. I logged in as repeater, and changed the password as directed. I followed directions in the readme file. It boots fine, but fails to get updates with apt_get.
