I'd say it's as good as the much exalted MICOR squelch, maybe even better.
I wouldn't go that far. Side by side testing shows the MICOR squelch will more reliably open on weak signals - signals that a person with a good ear could pull out. Hardware PL decoders will more reliably open down there as well - especially in the presence of voice audio.
