[App_rpt-users] Permanent connection?

Can someone explain to me the advantage of a "Permanent Connection" and how it works? Is it supposed to auto reconnect in the event of an internet outage? Is it supposed to reconnect after a reboot? If so, a total reboot or just an ASTRES.sh restart?
