Bob here, with my 2 cents. Sounds like a USB drive issue (read that as not enough USB drive current). I've seen it before, and put the two devices on separate USB ckts, which the RPi does not have. Recommendation. If you have another RPi 3, try it to see if you get the same results. Also, (and I don't recommend this as good practice) if you have a powered hub, put one of them on the hub.
