you just have to wait 15-30 minutes after restarting *either* of the systems you can avoid the wait by putting the explicit address (IP:port) in each other node's [nodes] stanza. Asterisk checks the [nodes] list before going to the registration server ... this is just like if you had some internal or non-registering nodes (numbers less than 2000, for example) except you include the port number.
