[App_rpt-users] Disabling Autopatch Access From the Phone Portal

A follow-up on that. It’s a bunch easier than I was making it, and I feel pretty stupid for missing how to handle it. By setting up a separate phone_functions stanza with the autopatch commands undefined, voila, presto, no auto patch from the phone portal, though it still works from the RF side.
