How about Zoiper or iaxrpt radio dispatch client software Both work fine, if the repeater owner has provided you with a login name and password/secret (if you are not the repeater owner, then asterisk has to be configured to accept a call from either software package for your use; it's not open access) to access via iaxrpt or Zoiper.
The web transceiver is problematic due to Java security settings. You can downgrade the security of Java on your PC and get it to work, but then that opens up a whole pile of other issues if you hit a website that has badly written Java or vulnerabilities that can be exploited by such a downgrade. Another alternative (not the best) is Echolink, if the repeater you are trying to connect to has enabled that in their Allstar installation. Bryan WB0YLE/W2FUV

There are a couple caveats to what has been posted regarding webtranceiver, and iaxRpt. In the case of webtranceiver, several modern web browsers such as Firefox on any OS, Chrome and Microsoft Edge have dropped support for Java altogether and simply won’t work. There is an ESR (Extended Support Release) version of Firefox available from Mozzila.org <http://mozzila.org/> that retains, for the near term, Java support. The Freeware browser Pale Moon also supports Java on any platform including the latest Mac OSX, Windows 10 and most versions of Linux. The hamvoip.org <http://hamvoip.org/> website, under HOW To’s > Scripts and other information has a very detailed description of exactly how to configure the Java control panel adding a security exception to allow Java to run. I’ve successfully gotten java running on the latest MacOS, Windows 7 and Windows 10, Ubuntu Linux and Linux Mint using this setup. My observation of webtranceiver is it can be quirky and after an hour or so of being connected starts having popping or distorted audio. It does have a great GUI however and shows all the nodes connected to a given node. Here again, a quirk, nodes starting with 4 do not display correctly, the 4 is truncated in the list of connected nodes and appear as an IRLP node when they are not. Hamvoip.org <http://hamvoip.org/> also has detailed information on configuring iaxRpt under How To > Setup and Software. The catch to iaxRpt is in addition to a login password, you must also know the Public IP and proper Port number. Some folks might not be open to sharing their nodes public IP address as this is a potential security hole. As has been mentioned, using a radio to connect to an existing Allstarlink node is the lowest common denominator. A Raspberry Pi setup as a “hub node” is really simple to configure and allows easy access via iaxRpt on your own network. Wayne W6IZK nodes 28146, 29629, 40799 (phoenix AZ), 40809

forget the phone, use a local repeater with AllStarlink on it. While I see it is a great convenience to use a cell phone, however audio tends to be less than great, background noise pickup is greater, etc. Also, phone and web transceiver access is blocked by many node owners. Using a local repeater will save you lots of trouble of setup. It will also give something for others to listen to, as well as encourage a repeater owner to maintain his machine. ~Benjamin, KB9LFZ On Mon, 2018-03-19 at 17:02 -0400, BILLY JOE MEANS wrote:
