I finally got this working. To close this out, here's what i found. It turns out the issue was that i had binaddr listed above bindport in iax.conf. I check the node I am working on and it has the following:

Just for drill... if you move into /etc/asterisk and do "fgrep 4569 *" and "fgrep 4570 *". What do get back? OK I now have it working for me. The bindport in IAX.conf needed to be changed to 4570 and then server info on the Allstar portal also needed to be changed. Thanks to Brian for the missing piece of info. The last time I had to do this was when there was no portal config. Jon VA3RQ

if you have a node that needs to be on a different port, the underlying server needs to be moved both at the end, as well as at the mother ship.
