[App_rpt-users] outstreamcmd format

Finally got a chance to try this out.  Works perfectly,  thanks for 
sending it along.
I added --highpass 0.2 to knock out PL that some nodes pass to the 
network.   It colors the audio a bit but it's better than the rumbling 
speakers on my computer.

outstreamcmd=/bin/sh,-c,/usr/bin/lame --preset cbr 16 --highpass 0.2 -r 
-m m -s 8 --bitwidth 16 - -  | /usr/bin/ezstream -c /etc/ezstream.xml
