  Ok what level do you have with a full quieting signal 1k tone with 3 k 
deviation?
there should be no problem if there is ~ 1 v p-p.

You can try setting thy rx boost off as Jim suggested if its too high.

The out put can be adjusted on a pot in the discriminator box on the IF 
board too.
