[App_rpt-users] Echolink channel driver

Still VERY much under construction.  Louie KC1AR and I are working on it. Will pull in from multiple sources as well. 

I do have extensive experience with Asterisk in the production PBX environment but am still wrapping my head around the AllStar idiosyncrasies.
