[App_rpt-users] node list lookups

For private networks you have to specify the all other node(s) in each node's node stanza. ie
2360 ip 111 has
[nodes]
2360 = radio at 127.0.0.1/2360,NONE
1998 = radio at 192.168.1.132/1998,NONE
and 1998 ip 132 has
[nodes]
1998 = radio at 127.0.0.1/1998,NONE
2360 = radio at 192.168.1.111/2360,NONE
