[App_rpt-users] Stand alone repeater

Use a node number under 2000.

like 1999

Turn off the registration statements in rpt.conf

Set up the radio context to point to 127.0.0.1 as the resolving address
(if you're not on a lan with an address via dhcp or as a fixed address)
