Loren,
you have ctcssfrom=no in you config. Change this to match your method of 
PL decode.

ctcssfrom = dsp if you are using dsp decode
ctcssfrom = usb - from the CTCSS hardware Active high
ctcss from = usbinvert - from the inverted CTCSS hardware Active low
