[App_rpt-users] Disabling ID functions

Andrew is correct. I THOUGHT duplex = 0 suppressed telemetry and IDs. It 
does not suppress IDs. commenting out idrecording and idtalkover (for 
good measure) seems to work.
Back to editing comments in sample configs!
