[App_rpt-users] connection timeout timer

Part of the reason IRLP has that rule is because their nodes perform 
nightly node updates that won't happen while the node is connected. 
Generally, Allstar does not have that as a blanket system wide policy. 
It is possible that some node owners may have more stringent polices, 
but I've never run across one yet.
