[App_rpt-users] usbradio pre- & de-emphasis

In my estimation it's best to let the radio do the filtering whenever
possible. It's not that app_rpt does anything bad, it does a perfectly find
job. I just think the filtering and limiting in the radio will work and
sound as intended by the manufacture. Of course there are always exceptions
and extenuating circumstances... ymmv.
