[App_rpt-users] DIAL 8.5 Install

There's a new version 8.7.1, thanks to N4IRS, which can be downloaded from
the links here:

 http://wiki.allstarlink.org/wiki/Main_Page#Related_Links

Only the install has changed, it asks more questions. Will allow static IP
during install if no DHCP is found.
