[App_rpt-users] Disable Receiver for X milliseconds after TX UNKEY

The repeater would have to be a whole lot longer than "a tad bit slow" to
turn off the PL encoder.  

When the PTT goes inactive, the Maxtrac sends reverse burst and then unkeys,
a process which takes on the order of 200 ms.  During that sequence, the
repeater should have recognized the reverse burst and closed its squelch and
concunrrently stopped encoding PL; both of those actions should have
completed before the Maxtracs transmitter even drops.  

If the repeater is still transmitting PL by the time the Maxtrac transmitter
has unkeyed PLUS the time it takes for the Maxtrac to switch back to receive
mode (takes a bit of time for the PLL to lock) PLUS the time needed
re-aquire PL decode again (and Maxtracs are not great performers in this
regard), then something is wrong with the logic at the repeater as it would
appear it's encoding PL MUCH longer than it should be - by several hundreds
of milliseconds at a minimum.  

Fix the problem at the repeater.
