It's true that RSSI is not relevant to the operation of mix mode. But the RSSI reading should work exactly as it does for voted mode. The noise squelch circuit is the same in either mode. With a near binary RSSI (as Kevin described) I'd be concerned the discriminator audio has a poor noise component or that something is wrong with the RTCM.
I run both voted and mix RTCMs on different repeaters and the RSSI behaves exactly the same on all.

I have an RTCM operational as a Mix-station in an environment with other RTCM’s in voting configuration. The Mix-station RSSI does not appear to represent the actual signal level as a very binary 0 or 255 value is displayed, irrespective of signal level.
I understand a fix for this has been made. As such, can someone please direct me to the location which I might locate it?
