Those changes are on the server. The client (the RTCM) has no config files, all settings are done through a menu.
The one line in rpt.conf that changes is:
rxchannel = Voter/1234 ; Voter node 1234 -- Tim :wq

Yes, ACID is the distro that is used with RTCM voting. The difference between a URI and a RTCM set up is minimal. Only one line in rpt.conf needs to be changed. One file, voter.conf is added to the ACID config. That's the entire difference. There is an example voter.conf here: http://ohnosec.org/drupal/node/180. I have one that on a different netowork with a 50 -70 ms delay and you can hear it switch but mose users won't even notice. Has anyone done this set up yet?
