[App_rpt-users] No Carrier Squelch Mode

I am attempting to get carrier squelch mode to work. The relevant parts of my usbradio.conf are shown below. Even with this configuration the repeater is always in P/L decode mode. I know for sure there is not a P/L decoder in the repeater.
