If you could provide a little better description of how you have things configured it will help to give you answers. I'm not quite sure what you mean by handset radio, nor how you have it connected to the repeater for control. At first glance it sounds like an issue with duplex vs. simplex settings, but that entirely depends on where asterisk is in the picture.
