[App_rpt-users] ACID not starting Asterisk

Yes, service asterisk start works fine

As per Jim, asterisk -vvvvcn 
lots of messages come forward but these are interesting:

ERROR: numrxcodes != numtxcodes 
    -- rpt (Rx) initiating call to Radio/usb28325 on Radio/usb28325

So it stutters, but finally makes it.

If I just do asterisk -r after reboot, I get a similar message:

Unable to connect to remote asterisk (does /var/run/asterisk.ctl exist?)

and no, I don't see this file.

If I type safe_asterisk, I am good to go, with assterisk -r then working fine.

As per my previous note, is it usual for run levels 0 and 1 to be off?
